Run Regedit

Browse to HKEY_CURRENT_USER\Software\Microsoft\Internet Explorer\Desktop\SafeMode\Components

HKEY_CURRENT_USER\Software\Microsoft\Internet Explorer\Desktop\Components

Change the DeskHTMLVersion key from 272 to 0 on both keys and reboot.

If the user has a persistent problem with this, run a Spyware detector/cleaner - malware may be causing the issue.

If the problem persists your can delete the Desktop.htt file from C:/Documents and Settings/Profile/Application Data/Microsoft/Internet Explorer/Desktop.htt"
